Graffiti buster won’t be swayed
by Jason Hewlett

Threatening messages on his answering machine won’t stop a graffiti bylaw from getting before city council later this week, the head of the Graffiti Task Force said Sunday.

“They’re making it personal,” said Gord Giles.

“Most people know who I am. It doesn’t take a brain surgeon to look in the phone book and see how many Gord Gileses there are.”

The recent message warned Giles his house will be tagged if the bylaw fining taggers up to &#036;2,000 becomes a reality after Tuesday’s reading in council chambers.

He said he believes the same person is responsible for spraying his first name in big letters on the Highway 5 overpass in Valleyview and on a retaining wall above Seymour Street West. Both appeared Saturday morning.

“I think they would like to get my goat. They won’t,” he said.

There are at least 40 taggers operating in the city. Giles said he believes none is pleased with the proposed bylaw.

Taggers aren’t the only ones who are unhappy. The North Shore and downtown business associations voiced disapproval when an early draft fined business owners for not removing tags.

The latest version gives them seven days to remove any graffiti. At that point the City steps in, removes the tag and bills the business.

Giles said he believes businesses are hesitant to remove tags out of fear of it happening again. He admits they might, but if the graffiti is cleaned right away taggers will eventually give up.

North Shore Business Improvement Association manager Peter Mutrie said the bylaw has moved in the right direction.

He hesitated to throw his support behind it until hearing how it “reads out” Tuesday. If the focus is on punishing taggers and not billing property owners, then it meets his approval.

“I think it has a chance to have that balance,” he said.

Coun. Jim Harker said a bylaw won’t deter graffiti but said he believes it will give the justice system “more teeth” to deal with taggers.

“I believe tagging is on the way out. You are seeing less and less of it,” he said.

Coun. John O’Fee said businesses need more flexibility when cleaning up.

“What if it’s the middle of winter? Does it still need to happen in a week?” he said.

Giles said the bylaw does the whole town a service.

“If you keep cleaning it up taggers are not going to bother,” he said.

Two weeks given to wipe away graffiti from view


Property owners will have two weeks to clean up the spray paint when they are the targets of taggers.

City council unanimously passed a bylaw Tuesday that will see any murals that can be seen from public areas get approval before they are painted, beefed up fines for taggers caught and convicted and a two-week timeline for business owners to clean up the unsightly vandalism.

City parks, culture and recreation director Byron McCorkell said the draft bylaw had already been reviewed by the Kamloops Chamber of Commerce and local business improvement associations.

Fines for anyone caught using paint to vandalize property can run from &#036;500 to &#036;2,000.

Any public murals — on City-owned property or financed by public money — would have to be approved by the Kamloops Arts Commission, while private murals — on private property or paid for by private funds — must get approval from council.

Coun. Tina Lange questioned whether, if she had a mural painted on a garage wall that no one could see from a public place, if she needed to get permission.

City corporate and community affairs director Len Hrycan said approvals would only be needed if the mural can be seen from public. If a neighbour can see it from their private yard, it’s not an issue, he explained.

Lange also took exception to the one-week timeline the bylaw included for property owners to clean up any graffiti. After that time, the City would do the cleanup and send the bill to the building owner.
