The province is providing $1 million in funding to be split between three cities for the purchase of surveillance cameras in high-crime areas.

Kelowna RCMP Superintendent, Bill McKinnon, says adding more cameras is something he has had his eye on for a long time.

“We currently have one camera recording 24/7 at Abbott Street and Leon Avenue. The problem is we do not have staff that is solely dedicated to monitoring the camera, they have other duties and functions to perform. The monitor runs constantly, but we don’t always have eyes on it,” says McKinnon.

He says there are five specific areas in Kelowna where he’d like to place cameras.

“The locations are the 200 block of Lawrence Avenue, Lions Park in Rutland, the Boys and Girls Club at Lawrence and Richter Avenues and finally Roxby Park and Ben Lee Park. Those are all high occurrence areas.”

McKinnon says for example, between 2005 and 2006, there were more than 6,500 police occurrences at the 200 block of Lawrence Avenue.

“The occurrences were things like assaults, drug trafficking and open liquor offences. Depending on how much money we do obtain, those are areas we might look at again. The research is somewhat dated now, so I’ll be asking my folks to re-assess and prioritize for me the areas that they think we should go.”

He says cameras do help police solve crimes.

“A recent example would be the robberies of the TD Banks. Those were solved by the use of closed circuit cameras in the bank. I don’t think there’s a store in Kelowna that doesn’t have video running and recording of every transaction that takes place.”

The other cities which will be splitting the $1 million are Vancouver and Surrey.

A Kelowna area is trying to battle graffiti with art.

The Uptown Rutland Business Association has made an agreement with major companies such as Telus and the Ministry of Transport, to put graphics on utility boxes in the Rutland area as a way to deter vandalism.

Executive Director with URBA, Deborah Guthrie, says the images they use will different from the ones being put on boxes in Lake Country and Westside.

“What’s different about ours is they are unique to Rutland. We went to various Rutland organizations and committees, such as RSS, the BMX bike club and Ben Lee Park where we took pictures of kids doing their skateboarding down there. We really want to put pictures out there that show Rutland activities,” says Guthrie.

She says wrapping the utility boxes with graphics does prevent vandalism.

“For one thing, it’s harder to see because of the graphic on the box and secondly, it’s easier to clean. They are quite slick, they basically just wipe off.”

Guthrie says repeat vandalism is one of the most frustrating aspects for a business community to deal with.

“Our business members get very frustrated with having to paint over and over and they just repaint something and it gets hit again. We have to be very careful that we don’t put out a confrontational manner, because that could result in us getting hit worse because it’s out there that we’re trying to do something about it. These vandals, they tend to look at the people who are confronting them and basically go after them even harder.”
