Ice is a frozen liquid, not confined to water. The term "water ice" is one of many to describe italian ice. I personally use the term "lemon ice", not sure how it coined that term, perhaps lemonade was the original flavor, yet it was the common term used by most italians through Jersey and Philly.
Water ice/lemon ice/italian ice/etc. is a type of frozen dessert, often compared to shaved ice. The technique is more comparable to custards/ice cream while using corn syrup flavoring.

It's not a racist law at all, if you're convicted of a crime you should be checked and deported if not a legal immigrant. Christ, 30% of inmates in US prisons are illegal to begin with, the INS doesn't even screen for felons.

EDIT: Also legal immigration had decreased substantially to accommodate illegal immigrants and many people who were trying to gain citizenship the legit way were deported. Is that fair? Fuck no. "give us your tired, hungry, and poor." So stealing our money, food, and jobs is not the way we intended that.

Thrice, I have to disagree that most illegal immigrants are criminals, that seems like a bit of an ignorant remark. I do agree that the illegal immigrants that ARE criminals should for sure get deported, though. It's absolutely imbecilic to call something like that racist.
Statistics show that most illegal immigrants are criminal, i mean technically they all are if they enter our country unlawfully and deny others a legitimate chance of citizenship in our country. Interpret that as you want, but to refer to all people from Arizona as nazis/racist is absurd.
