Well on 9/11 he replaced george bushes brother marvin bush i think? Who was head of security at the wtc. Coincidently he died that day because of the attacks. NYC is not a quake zone as you seem to know and the buildings arent built on a steel mesh grid like in Tokyo or LA. You build for your enviroment. NYC towers can't take the sway LA bridges can.
