Go do work Dallas council members told to expect another budget shortfall 12:00 AM CST on Thursday, January 21, 2010 By RUDOLPH BUSH / The Dallas Morning News [email protected] It will be eight months before the Dallas City Council has to pass another budget, but in an economy like this, it's never too early to get a taste of the bad news to come. Council members were told Wednesday to expect another rugged year of balancing the books as early projections show the difference between planned costs and expected revenues for 2010-11 will be at least $49 million and could be as much as $108 million. Last year, the city pared payroll and services to close a $190 million budget shortfall in a $2 billion budget. How large the coming shortfall will be depends on sales-tax receipts and property-tax proceeds. But after slashing services and staff to make ends meet in the current budget, there are no easy answers for how to fill the big hole ahead. "This is very early in the process. It is, in numbers at least, a better situation than we were in last year, but it still means we've got challenges," Mayor Tom Leppert said. Leppert and many of his council colleagues have vigorously opposed raising taxes, and City Manager Mary Suhm did not broach that subject Wednesday during a briefing presented to the council. But the city staff did propose some revenue-generating ideas that would include new and additional fees that could be passed on to residents. Under one plan, the city would begin charging its sanitation department a fee for use of city streets and alleys, similar to fees that utilities are already required to pay the city. The fee would then be passed on to residents, a fact that made some on the council cool to the idea. "It's a hidden tax as it relates to sanitation fees," council member Dave Neumann said. Other money-saving ideas that council members frowned on included privatizing the city's 311 call center and changing bulky trash pick-up from once-a-month to an "on demand" service. City Hall's push to save money wherever it can is driven by the reality that little new money will be coming in for 2010-2011. Commercial property values that have already deeply declined are expected to keep going lower, and any gains in residential values likely will be slight. That means property tax revenues the city relies on so heavily will keep going down. Sales tax receipts are expected to be flat at best or down slightly. Expenses, meanwhile, continue to grow. The city will have to pay $12.3 million to fund 141 newly trained police officers. And debt payments on bonds will increase at least $6.8 million. Suhm and Leppert strongly urged the council not to delay bond projects in order to save money on debt payments. They called such a move pennywise and pound foolish, saying it would set the city's capital projects back at a time when construction and debt costs are at historical lows. Council members largely agreed, although council members Angela Hunt and Ann Margolin urged the city's financial staff to examine ways to eliminate any additional debt payments in the coming fiscal year. Though the council and top city staff spent a half day talking about the city's coming budget, they didn't broach what will surely be a major element of squaring a deficit – cuts in city services. To balance the current budget, the council agreed to cut street maintenance, library hours, park upkeep, and civilian staff in almost every city department funded with tax dollars. Suhm intentionally kept talk of cuts out of Wednesday's presentation, saying she was trying to focus on financial projections for the coming fiscal year and brainstorming for ways to save money and raise revenue absent cuts. "We just need to look at where we are," she said.
