water in bongs or a hooka does filter smoke to an extent, but it's mainly there to cool down the smoke. that's why you can take big ass hits with a bong, even though the smoke is pretty hot. sheisha smoke isn't that hot to begin with, but the water cools it down even more.

that's the secret. that's why long pipes kiiiiill short ones. chamber is longer, therefore smoke travels longer, therefore cools more before going into your lungs.
