This is based on an bylaw put in place by the city. Either have it cleaned off by your own people within 24 hours of being reported or pay retardedly high prices for the city to clean it off. It's all pressure from the city to remove the shit. Hydro is just like any other company, they wouldn't have given a shit if they hadn't been put in that position by someone else.
