that site looks decent which means it took some time and effort to make which means the cops would have to hire someone to do it which means they are spending money (webdesign can cost $30 an hour easily) to create a site in hopes of building cases against people of no importance or who they may never catch. they have more important things to spend their money on. it all comes down to money boys, why do you think graffiti is illegal in the first place? There's only a few suspicious things about that site. The "Top 20 List" , the fact there only asking for pictures of Illegal graffiti and that they have a file for Unknown writers there asking you to Identify for them. There are cops that are assigned to catch keep tabs on certain people there's no doubt , not saying that it's a cop site but you never know , could be some lazy pig getting people to do his job for him.
