if you are traveling in opposite directions then the cop would have to measure you're velocity relative to his car, then subtract his speed from it.

I dunno where you live but cops round me have gadgets for that. They can measure a moviing cars speed while moving themselves. They also have thermal infered sensors on the top of their car now used in foot pursuits
