Go on craigslist, find a decent film slr and start shooting. It will give you a good understanding of the basics and will a cheap way to jump in.
i always hear people say to start with film, it doesnt really make sense to me though, yeah you have to take your time because you have a limited number of shots, but i feel like the freedom to shoot as much as your memory card will hold has a better chance of teaching someone the basics of photography, plus the cost of film and getting it developed adds up super quickly, whereas a digital camera is a fixed up front cost until you start getting lenses i'd say go find and older nikon d40 and play around with it, just my two cents dont get me wrong, i do love shooting film, and dont pick up my digital nearly as much as i used to, but the instant feedback with a dslr taught me tons really quickly
