i know there are certain shops whose age restriction is 18, like davinci artist supply on 21st between 6th and 7th....they sell montana. so if you feel like spending 8 or 9 bucks a can there, you can. however i do not know if its legal to carry caps and ink and whatnot on you if you are under 18.....if you are 21 then its fine, you cant get busted for carrying something thats legal, and that a store legally sells.
